Manchester Facts
Manchester, Tennessee, the County Seat of Coffee County, is located on the Highland-Rim of Middle Tennessee on Interstate 24 about equidistant from Nashville and Chattanooga. It lies near the headwaters of Duck River with the surrounding terrain being flat to moderately rolling. The City was established in 1836. The economy was largely agricultural until the 1960's with marked industrial growth taking place during recent years. The population per 1990 Census was 7,709, and increase of 24 percent during the past two decades.
The Building Department is responsible for the issuance of all construction permits for the City that includes new construction, additions to existing structures, repairs/remodeling of existing structures, installation of signs, demolition of structures, excavation/curb cuts, tile/culvert permits, debris permits, fireworks permit, portable sign permits, mobile home permits, swimming pool permits, temporary use permits, moving permits, portable storage building permits & etc.
The Building Department is also responsible for the enforcement of Fire Code regulations / violations, zoning regulations, sign ordinance, clean up, various building codes, flood plain regulations. The Building Dept. is responsible for Variances / Special Exceptions, Rezoning/Ordinance Amendment, Certificate of Occupancies, Site Plans, Preliminary & Final plats, Construction Plan-Roads, Grading, Plans/Plat review, etc.
Manchester Fire Chief Sam Miller has been serving with the department for 12 years. He became Chief in 1991. Prior to taking helm of the Manchester Fire & Rescue, Chief Miller was a firefighter in the United States Marine Corp from July, 1971 to August, 1991. During his military career, he received numerous awards including the Navy Achievement Medal, the Navy Commendation Medal, and the Meritorious Service Medal, before retiring as a Chief Warrant Officer in 1991.
Chief Miller takes great pride in his department and the outstanding performances of his firefighters. The department is currently composed of three shifts of personnel operating 24 hours, 365 days a year with a total of 31 members making up the full-time roster. The department has maintained a Class 4 Public Fire Protection Classification Rating for over 25 years.
